    Arkansas Launches Green and Blue Envelope Programs to Improve Safety During Traffic Stops

    Beginning January 2, Arkansas drivers will have access to two new voluntary programs aimed at making traffic stops safer, calmer, and more effective for individuals with mental illness or autism.

    The Green Envelope Program and the Blue Envelope Program were approved during the 2025 Regular Session of the Arkansas General Assembly and are designed to improve communication between motorists and law enforcement during vehicle interactions.

    The Green Envelope Program, created under Act 531, is available to individuals diagnosed with a mental illness. Participants receive a green envelope designed to hold essential documents such as a driver’s license, vehicle registration, and proof of insurance. Beyond organizing paperwork, the envelope serves as a visual cue to law enforcement that the driver may experience anxiety, stress, or communication challenges during a stop. The envelope also includes guidance for officers on best practices for interaction, as well as clear, simple instructions for drivers explaining what to expect and how to present their documents.

    The Blue Envelope Program, established under Act 16, is designed for individuals with autism spectrum disorder. Similar in function, the blue envelope alerts officers that the driver may process information differently, require additional time, or benefit from clear and direct instructions. The envelope includes communication tips for law enforcement and step-by-step guidance for drivers to help reduce confusion and stress during traffic stops.

    Both programs are intentionally easy to access. Drivers can request a green or blue envelope at any of the state’s more than 130 Revenue Offices or order one online. No medical documentation is required to participate.

    State officials say the programs are designed to enhance safety and understanding by combining clear visual identification with practical communication tools for both drivers and officers.

    In addition to the envelope programs, the Arkansas Department of Finance and Administration also offers a communication or speech impediment license plate sticker, which requires a form signed by a physician. The form is available for download through the DFA website.

    As the Green and Blue Envelope Programs roll out statewide for the first time this January, officials say they represent a meaningful step toward more compassionate, informed, and effective interactions on Arkansas roadways.
