The Bowie County Sheriff’s Office reports that Randall Foster, 36, has been arrested and is expected to be charged in the shooting death of Donnie Smallwood, 40, of Texarkana Texas.
Just before 7:00 p.m. Bowie County Deputies were called to a report of multiple gunshots at 436 Terrace Plaza inside the Texarkana Mobile Home Park in Liberty Eylau. When deputies arrived they found that Donnie Smallwood, 40, was deceased from gunshot wounds. We spoke to Sheriff Prince and he told us,
Just before 7:00 p.m. the Bowie County Sheriff’s Office was notified of a shooting at 436 Terrace Plaza in Liberty Eylau. Deputies responded and discovered 40-year-old Donnie Smallwood dead from a gunshot wound. A female that lives at the location reported that Donnie’s cousin had come over and an altercation began the ended with the cousin firing the fatal shot that killed Smallwood. The Sheriff’s office is in the process of locating the suspect at this time. The family believes to know his current location and we expect him to be in custody shortly.
Witnesses reported that Smallwood was a maintenance man at the mobile home community near The Federal Prison in Liberty Eylau. Reports are that Foster and Smallwood had a brief altercation before multiple shots rang out.
The alleged shooter, Randall Foster, 36, of New Boston, Texas fled the scene of the shooting and went to a family member’s home in Maud Texas. Law enforcement personnel surrounded the home. Sheriff Prince told us that the suspect’s father was in the home and that he had spoken to the father and was hopeful that the suspect would surrender without any further incident. Sheriff Prince told us,
I spoke to the father and he is trying to get him to give up. We don’t want to rush the suspect right now, trying to keep anybody else from getting hurt. We think he will be coming out peacefully.
A short time later, Randall Foster was taken into custody of the Bowie County Texas Sheriff’s Department at 9:30 p.m. and is expected to face charges in the shooting death of his cousin Donnie Smallwood.
