    New Rules Coming to Texarkana’s Downtown Entertainment District

    The City of Texarkana, Arkansas has approved several revisions to its Downtown Entertainment District ordinances following a public meeting of the Board of Directors held on Monday, January 5, 2026.

    An Emergency Clause was attached to the ordinance revisions, making the changes effective immediately. However, before taking enforcement action, the Texarkana Arkansas Police Department (TAPD) will conduct a 30-day public education campaign aimed at informing residents and visitors about the updated rules. The education period is intended to reduce unnecessary violations, citations, and arrests related to non-compliance.

    According to TAPD, full enforcement of most revisions will begin on February 4, 2026.

    Key Changes to the Downtown Entertainment District

    The following revisions were approved and will be actively enforced beginning February 4:

    • Outside alcohol is prohibited. Only alcohol purchased from businesses within the Downtown Entertainment District may be openly consumed.

    • District hours will now end at midnight each night.

    In addition to those changes, one revision went into effect immediately:

    • Rockhouse Liquor Store has been removed from the Downtown Entertainment District boundaries. Patrons are no longer allowed to carry open containers out of that establishment.

    Public Safety Remains the Priority

    The Texarkana Arkansas Police Department emphasized that the primary goal of these revisions is to improve safety for both residents and businesses in the downtown area.

    “These ordinance revisions give us clearer guidance as we address unsafe behavior in our city,” the department stated. Officials also reminded the public that responsible behavior helps ensure a safe and enjoyable experience for everyone in the district.

    Residents and visitors are encouraged to familiarize themselves with the updated ordinances to avoid violations once enforcement begins.
