The Texarkana Texas Housing Authority has a new CEO/Executive Director.

The Housing Authority of the City of Texarkana, Texas (HATT) and its Board of Commissioners held a reception at 12:30 p.m. on Friday, June 24th to welcome its new CEO/Executive Director, Antonio D. Williams. The reception was hosted by the HATT Board of Commissioners and the reception was held in the RoseHill Ridge Community Room located at 1201 Stuckey Street.
Antonio joined the HATT on May 2, 2016 as its new CEO/Executive Director after an extensive search and he is definitely no stranger to the housing industry. As a housing authority employee, Antonio was instrumental in developing systems, key internal performance indicators, business processes, oversight, and monitoring that, when implemented and executed, assisted housing authorities and other businesses in the affordable housing industry to improve their overall performance. Antonio has more than 23 years of experience in the affordable housing industry and 12 years in government contracting for the Department of Defense and as an employee of Fortune 500 companies. He specializes in compliance services with a focus on, quality assurance/control, business process re-engineering, strategic planning, project management, operations management, contract administration and IT systems compliance. Antonio feels that his eclectic skill set can accommodate the various types of changes in any type of business.
Antonio has participated in several HUD focus groups in Washington D.C. to contribute in the re-engineering of the business systems and protocols and assessment systems. Over the last 15 years, Antonio has provided services for PHA’s and small businesses in the southwest & northeast parts of the United States as well as in the Caribbean. Within that time frame, he was responsible for re-engineering and developing new processes to support the management of current business operations in the areas of asset/property management, maintenance management, and operations management using best practices, software tools, custom databases and other resources for small, medium and large public housing authorities.
Antonio joins us from Mobile, Alabama where he served as Vice President of Asset Management & Compliance with Mobile Development Enterprises.Antonio earned a Master’s of Science in Project Management from Keller Graduate School of Management in Atlanta, Georgia and his Bachelor of Science in Business Administration from the University of Arkansas in Pine Bluff, Arkansas (UAPB). He is married and has four adult children and two grandchildren.
