The Texarkana Arkansas Police have arrested Justin Marley, 34, of Texarkana Arkansas for stabbing a man near the Burhman Pharr Apartments in downtown Texarkana. Police say the victim is in stable condition.

Monday evening, July 17, 2017 around 6:00pm, 42 year old Daniel Hogan, along with his wife and daughter had just left the Salvation Army walking east on E 3rd Street near Laurel when they noticed they were being followed by a man they only recognized from the Salvation Army. As Hogan and his family approached the Burhman Pharr Apartments, Hogan’s wife observed the unknown male pull a pocket knife from his pocket and stab the victim in the back for no apparent reason. Hogan and Marley had not been involved in any prior altercation. Hogan and his family ran north away from the apartments towards the Miller County Courthouse where they were met by police. Hogan had sustained a deep puncture wound to his upper back and was transported to Wadley Hospital by Lifenet Ambulance.
Officers Joe Rochelle and Catalina Segura, who were patrolling the area in search of the suspect, located a white male they identified as Justin Marley, 34 years of age, behind the antique auto museum across from the Buhrman Pharr apartments. Marley approached officers and admitted that he had stabbed Hogan while he pulled a pocket knife from his pocket and indicated that it was the weapon he had used. Marley gave an unsolicited explanation as to why he had stabbed Hogan. Marley was taken into custody for Battery 1st degree and transported to the Miller County jail where he was booked on the felony battery charge. Investigators believe Marley suffers from some degree of mental incapacity.
The Salvation Army works hand in hand with the Texarkana Police Department and we consider them an outstanding partner in fighting crime and helping those in need. The police department encourages downtown involvement of the community while deeming this area safe to citizens with little or no repeated incidents of crime.
