    Mayor Ruth Penny Bell Pens Farewell Letter to Citizens She Served

    Texarkana Arkansas Mayor Ruth Penney Bell made a farewell post to the citizens she has served. She wrote this after attending her final meeting as Mayor.

    First, Mayor Bell made history as the city’s first female mayor, and tonight she made this statement on social media…

    This, Monday Night, was my last board meeting as your Texarkana, AR Mayor. I would like to express my gratitude to our citizens for allowing me to represent you these last 4 years. I have tried to make myself available to hear your concerns and have heard your voices when you felt I could have done better! I wish the best to our new incoming Mayor on Jan. 1st and will always wish the best for our city. Thank you again for your support and encouragement as your first female mayor.
