Former Arkansas State Senator and Texarkana Lawyer Wayne Dowd passed away Thursday morning in Hot Springs, Arkansas. He was 74 years old.
Dowd was in Hot Springs to receive an award and be honored by the Arkansas Bar Association for having spent more than 50 years in legal service.
