The Texarkana Texas Problem Oriented Policing program, or “P.O.P. Team” made an arrest of a Texarkana man that had threatened a woman with a pistol. Kenneth Lee Neal, 46, of Texarkana Texas was arrested and charged with Deadly Conduct.
